The Ogun State Government has recorded significant progress across various sectors over the past six years of the current administration. There is however a need to plan for the medium to longer term, to ensure the achievements recorded is placed on a sustainable footing, and to prepare adequately for the future. The Government has prepared a State Development Plan for 2017-2030, which is underpinned by strategies to achieve sustainable development in five key sectors – also referred to as the five cardinal programmes or objectives. This plan recognizes the need for the State to invest in the welfare of its citizens, and the importance of economic growth in driving up the pool of resources available for investment. There are two main themes to the plan, firstly, a focus on improving the economic base of the State, and secondly a focus on improving the quality of lives through better access to social services.
To improve the coordination of the activities of the five sectors the State is working with development partners and it has become essential to recruit 5 consultants to assist in project management, coordination and preparation.
The consulting services (“the Services”) include supporting the Ogun State Government to meet or surpass its targets and KPIs and to prepare for an application to the World Bank Program for Results.
Specific sector information is as follows:
Business Environment Project Management Consultancy
To improve the ease of doing business in Ogun State with a focus on the WB subnational indicators, and Sustainable Investment Promotion and Facilitation. The project manager will track and facilitate Business Environment Program for Results Preparation Tasks to include, coordination of the institutionalization of Business Environment Council and the Ogun State Investment Promotion and Facilitation Agency; Prepare reports and documents for development partners; Project deliverable and task list management.
Ministry of Agriculture
To focus on increased emphasis on efficiency, output, employment and the development of value chains in key crops. The Project Manager will Track and Facilitate Agriculture Program for Results Preparation Tasks including the coordination of several agriculture industrialization preparation projects including Farmers Registration; Development of FIRILIA; Agric Land Management principles etc; Develop and Monitor TORs; and write reports, memos, liaise with procurement specialist, development partners, and other stakeholders.
Ministry of Education Science and Technology
The Ministry of Education Science and Technology, is focusing on improving skills development through investment in Technical and Vocational Education, and increasing opportunities for Adult Literacy to ensure appropriate participations of Ogun citizens in the Industrial and Agricultural growth in the State. Project manager will track and facilitate the development of improved TVET in the State. Coordinate the implementation of several studies, benchmark projects, data gathering activities., Develop and monitor TORs, and write reports, memos, liaise with procurement specialist, development partners, and other stakeholders in the State.
Lands Bureau and Survey
For Lands Bureau and Survey with a focus on shortening the time of issuing Certificate of Occupancy and the Recording of Deeds. Project manager will be responsible for the coordination of several Sustainable Land reform activities and projects in the State, including, process flow for land registration, CofO issuance, deed registration etc, Develop and monitor TORs, liaise with procurement specialist, development partners, and other stakeholders in the State.
For Industrial Parks with a focus on increasing private participation in the development and operation of industrial parks. Project Manager will track and facilitate the benchmarking, research, and guideline for creating an industrial park roadmap in the State. Coordinate several reforms tasks and deliverables, develop and monitor TORs, and write reports, memos, liaise with procurement specialist, development partners, and other stakeholders in the State.
The Ogun State Government invites eligible individuals to indicate their interest in providing services. Interested individuals are expected to indicate which of the positions he/she is applying for and should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the services.
Shortlisting criteria include the following:
- Bachelors’ degree from a well-respected university in Business Administration, Marketing, and Finance, Economics, Agriculture or any related discipline.
- Prior experience in a management role.
- At least 10 years of experience in planning and management.
- Evidence of high competency in project management/coordination, and public relations techniques and methodologies.
- Relevant experience with a record of success working for public and private sector organization with requirements similar to those described above.
- Excellent computer literacy with Microsoft Office applications, including Word, Excel and PowerPoint and/or Access.
- Strong communication skills and fluency in English language.
