BRIEF ON THE AGENCY
The Ministry of Rural Development was created on Monday, 5th November, 2012 by His Excellency, Senator Ibikunle Amosun CON FCA-led Administration. Specifically, the Ministry is saddled with the statutory responsibilities of provision of rural infrastructural facility/empowerment programme in the rural communities across the 20 Local Government Areas and 37 LCDA’s. This has brought about a drastic transformation in Rural Electrification, Water Supply, Rural Roads. The Ministry has ensured infrastructural development and employment generation within the Rural Communities and small towns, with a view to uplifting the economic, social and commercial activities of the State. The Ministry also performs a supervisory role to Rural Water Supply and Sanitation Agency (RUWATSAN), an agency with the task of ensuring good hygiene/sanitation and sustainable water supply in rural communities each with population not more than 5000 people and also to Rural Access and Agricultural Marketing Project (RAAMP)- a World Bank/French Development Agency- funded project saddled with the responsibilities of rural road construction, rehabilitation and procuring of Agro-logistics facilities (transportation, processing, storage, marketing etc) in the rural areas.

Duties
- Rural Roads department is saddled with the responsibility of providing accessible rural roads to link the rural areas with the urban cities in order to improve the socio-economic life of the rural communities. This helps to further reduce rural-urban migration and enhance provision of employment to the rural dwellers and also improves agricultural production. These rural roads will provide easy access to farm settlements, link to several communities involved in large scale farming, enhance easy access to raw materials for manufacturing and food processing industries.

Duties
- To ensure that all the rural areas/communities and small towns have access to potable water supply in other to prevent the outbreak of waterborne diseases.
- the rural-urban migration through provision of potable water for the rural communities and small towns.
- Investigation and rehabilitation of existing non-functional water projects in the rural communities and small towns.
- Maintenance of the existing rural water supply schemes.
- Render consultancy services to other government agencies as may be required.

Construction/Provision of Electricity
· Construction/Provision for electrifications of selected 6 adjoining rural communities, 1 in each of the 3 Senatorial District at N37.75m each. · Construction/Provision for Pilot project OFF-GRID Solar Lighting system for 3 rural communities that are far away from National Grid in the State at the rate of N25m. · Provision for the purchase and supply of distribution transformers for the needy rural communities/small towns within the State. That is, 20 nos of 500KVA; 33/0.415KV at N4.375m & 30 nos of 300KVA; 33/0.415KV at 3.25m. · Provision for necessary installation of 20nos out of proposed allocated transformers to the needy rural communities/small towns the require minor Tour Distribution Network (TDN) & Inter Team Connection (ITC) in the State at N8.75m each. |

Construction/Provision of Water Facilities
· Construction of 20 nos of intervention motorized borehole schemes for rural communities and small towns statewide @ 2,602,000.00 each Project to comprise borehole, Generating sets house, stanchion, plastic tanks and signage across the 3 senatorial districts. · Construction of 60 nos solar powered borehole water schemes for rural communities and small town that are far away from the National Grid statewide @3,523,500.00 each. Project to comprise of borehole, solar panels, fetching platform, stanchion, plastic tanks and signage. |

Construction/Provision of Roads
· Construction of 171 Ogun Standard Rural Roads Across the three senatorial districts of the State (First Phase) · Grading of existing 500km of roads maximum width not exceeding 8 meters @ N150,000/km and Supervision of on-going rural road projects across the State. · Construction of 150km rural earth roads min. 6.0m and provisions for lateriting, 2 No reinforced concrete culverts and 2nos access slabs per kilometer in Three (3) Senatorial Districts of Ogun State for 2019. · Construction of 2.4 km reinforced concrete line drain(1.0x0.6) statewide @ N15,000.00/ km. · Completion of bridge structure at Lorukan and earth road at Ode-Omi |

Functions
The Department performs the following responsibilities.
- Budget: - Preparation of Annual Budget Estimate and Appropriation Account.
- Payment Voucher: - Raising of Voucher, posting into cash book and DVEA (Departmental Vote Expenditure Account) and updating of payment vouchers register.
- Personal Emolument: - Preparation of expected salary, input to CASP, preparation of leave bonus and updating of NHF and Pension.
- Preparation of Accounts & Monthly Returns: - Reconciliation with final accounts, bank reconciliation accounts, Analysis of Capital and Recurrent Expenditure, Returns of Revenue and Expenditure to Ministry of Budget and Returns. General and matter relating to Tax, VAT, and Withholding tax.
